SSH deploy keys for git clone on servers—auto-generated or GitHub App github.deploy_key.install on agents.

Password-only SSH servers may auto-generate a deploy keypair; private half stored encrypted as githubDeployPrivateKey. Agent hosts use github.deploy_key.install without SSH password.
